Crystal Pact
Also known as: The Pact of Crystals, The Trade Accord
A living treaty document inscribed across forty-two interlocking plates of Aetherite-Alloy, each plate etched in both Gear-Script and Elvish runes and hinged together so the full document unfolds like a mechanical accordion. Unlike the ancient Elven-Gnome Crystal Accord, which was carved into a static slab as a founding gesture of goodwill, the Crystal Pact is a continuously active instrument — new plates can be added when trade terms are renegotiated, and each addition is automatically broadcast as a resonance pulse through the Whispering Spire network to all registered diplomatic outposts. The Pact governs the import of raw Aether Crystals from Elven territories in exchange for Gnomish Clockwork Artifacts, sets purity and weight standards, and defines arbitration procedures for disputes. It is stored in the Vault of the Eternal Cog and accessed only by the Ministry of Diplomacy and Trade.

The Crystal Pact was the document in active use when Gnome diplomats discovered that Elven ambassadors were uncomfortable with the lie-detection property of the Whispering Orb of Resonance during negotiations. Rather than reveal this discomfort openly, the Elven delegation inserted a secret codicil on Plate Thirty-Seven forbidding the use of resonance-based lie detection in any treaty session. The codicil was discovered by Archivist Selene Quillgear during a routine audit in Year 847 AE, triggering a minor diplomatic crisis that was resolved only after Prime Gear Lira Gearhart personally traveled to Silvaria to negotiate Plate Thirty-Eight, which rendered the codicil moot by establishing a mutual non-scrying agreement for all official sessions.

Curse or Drawback
Any scribe who attempts to alter existing text without an official Amendment Ritual finds their writing hand locked into position by an invisible Cog-Shackling effect until the Ministry of Diplomacy formally releases them. Three unsanctioned alteration attempts in succession cause the entire document to seal permanently until a joint session of the Clockwork Assembly and the Elven Council of Boughs convenes to unlock it.
