Elven-Gnome Crystal Accord

A ceremonial slab of polished Aether Crystal, roughly the height of a Gnome, upon which the founding terms of the crystal-for-steam-tech exchange between Elves and Gnomes are inscribed in interlocking Gear-Script and Elvish runes. The surface shimmers with a soft, ice-blue luminescence that brightens whenever both an Elven and a Gnomish hand rest upon it simultaneously, signalling that the bond of the Accord remains unbroken. Crafted during the Age of Magic, it is considered the single most important diplomatic object in Gearhaven and is housed behind triple Arcane-Shielded glass in the Crystal Hall.

The Accord enabled the development of Arcane Gearing by granting Gnomes access to raw Aether Crystals in exchange for steam-powered mechanical devices that the Elves lacked the metallurgical tradition to produce. History
The Accord was nearly dissolved during the Dwarven Alloy Wars (Year 501–800 AE) when Dwarven agents attempted to convince the Elves that the Gnomes were diverting crystal reserves. A session of the Council of the Younger Races was convened beside the slab itself; the Peace Pulse it broadcast throughout the meeting is credited with preventing a three-way conflict. During the Ember Rift Conflict (Year 842 AE), the Accord was temporarily relocated to a deep vault beneath the Aether-Steam Reservoir to protect it from Drakonian fire raids. Prime Gear Lira Gearhart returned it to public display upon signing the Treaty of Ember, as a symbol that the Gnome-Elven bond had survived the war intact.

Curse or Drawback
Any individual who deliberately attempts to violate the terms of the Accord within sight of the slab experiences a sharp Crystal Fracture sensation — a painful cracking feeling that propagates through the hands and up the arms, as if their Arcane Conductivity is fracturing. The effect leaves no lasting physical damage but is severe enough to cause the offender to drop whatever they hold.
