Krogar rises before the market quarter wakes and spends two hours writing before the noise makes concentration impossible. He works three jobs in rotation — loading at the docks, running messages for merchants who need discretion, and occasionally translating for Orc laborers dealing with Human foremen — each chosen because it leaves him in contact with people who have grievances and no one to articulate them. Krogar's journal contains the names of eleven orcish laborers who were injured in a dock collapse two months ago that was officially ruled an accident. He interviewed each of them afterward and believes the safety structure was deliberately neglected by a dock master who is also a city council member. He has not published it because the council member has the connections to have the journal seized and him imprisoned — and because one of his key informants is terrified of retaliation and has made him swear not to act without warning her first.
