She has begun to notice that the Confederacy's external reputation is diverging from its internal self-perception in ways that will eventually create a crisis, and she is not certain the Wind-Council is aware of this.

Daily Life

She has maintained a private contact among the Pyrakian delegation since then, and that contact has recently indicated that the communications have become more frequent and that the Pyrakians are frightened.

Story Hooks

  • 1 Liara requests outsiders as unofficial envoys to the Pyrakian border — she cannot go without triggering diplomatic protocols that would alert whoever is watching the official channels, and what her contact needs to communicate requires a meeting outside all formal structures.
