It is simultaneously a regulatory framework, a sacred covenant, and the empire's most cited legal authority, referenced in every significant ruling by the Scales of Justice tribunal and every Balance Codex exemption request filed with the Elder Dragon Council. The original text is maintained in the Crystal Archive; its provisions are enforced by the Order of the Scaled Guardians.
