An ancient enchanted scroll of extraordinary size, its surface woven from the pressed fibers of water-lily stems harvested at the founding of the Aqua-Consortium, sealed within a cylindrical case of carved river-jade etched with the seals of every founding city-state. The ink in which its Aquascript text is written is not pigment but living Aqua-Essence that flows and rearranges subtly with each reading, as though the document itself breathes.

The Tide-Bond of the First Accord is the constitutional cornerstone of the Aqua-Consortium, establishing the Ministry of Currents, the Ministry of Flow, the Pearl-Spire Exchange, and the Codex of Ripples in a single founding document. It was invoked twice during the Age of Turbulence, once to expel rogue practitioners of Blood-Water Binding from the Consortium, and once to authorize the Echo Sage Council's emergency memory redaction powers. It is housed permanently at the Pearl-Spire Exchange in Lake-Heart under the watch of senior Current Weavers, and no Tide-Bond of lesser standing may be issued without the First Accord's seal being verified intact.
