Constructed from a single flawless pearl of extraordinary size mounted in a shaft of heat-resistant coral composite from the Geothermal Forge Quarter and inlaid with deep-sea mineral veins that form the conducting matrix of its enchantment, the Scepter serves as the direct access point through which the current Speaker of the Tides can interface with and direct the Tidal Surge Relay Network — Nereidum's distributed magical energy infrastructure, capable in defensive emergencies of generating coordinated artificial currents powerful enough to scatter entire enemy fleets. Outside its defensive applications the Scepter is carried in all formal Pearl Court sessions as an emblem of the Speaker's authority and serves as the instrument through which Pearl Court verdicts are sealed with tidal magic, making them binding under Nereid law.

The Scepter of Tides has been held by every Speaker of the Tides since the early Age of Pearl Court — a succession long enough that the instrument's enchantment has been supplemented, refined, and in one carefully documented case partially repaired by Tide-Reader specialists across dozens of generations of bearers. Its most significant operational use was during the First Drakonian Incursion, when the then-Speaker activated the Tidal Surge Relay against a Drakonian fleet that had penetrated the outer reef barrier and was approaching the capital city. The Surge that resulted is recorded as the most powerful coordinated water-magic event in Nereid history, and the geological traces of its current-force on the seafloor are still visible to Deep Sentinel units on abyssal patrol in the affected zone.

A Speaker who attempts to use the Scepter's full Tidal Surge Relay access for purposes outside Nereid law's definition of defensive emergencies finds the Relay Network unresponsive — the enchantment's original designers incorporated a lawfulness constraint tied to the Tide-Reader's song-cycle definition of legitimate defense. However, the definition of defensive emergency is interpreted by the bearing Speaker, and what precisely constitutes an acceptable interpretation has been a source of periodic controversy in Pearl Court history. One Speaker, three centuries ago, is recorded to have attempted a Tidal Surge against an incoming Nereid trade fleet whose cargo she deemed economically threatening to domestic artisans; the Relay did not respond, and she resigned within the season.
