The Spirit Wind Chime of the Elders Council

A suspended cluster of hollow bones, wind-etched mineral shards, and dried Aurora Bloom petals bound together by Windgrass cord, the Spirit Wind Chime is carried at the head of the Elders Council's caravan on a tall irongrass pole. When the air is still, it produces no sound, but when the Spirit Winds stir, its tones carry across the plains with an uncanny resonance that seems to reach farther than any natural sound should.

History

Oral tradition holds that the Spirit Wind Chime has presided over every major council decision for at least seven generations, including the confederation's first formal agreement of neutrality with settled border kingdoms. During the bandit incursion along the southern routes, it was the Chime's unexpected resonance, on a windless night, that alerted the Elders Council to danger before scouts returned with news, allowing Dravan Ironhoof to mobilize the Plains Guard in time. It is currently in the keeping of Vaelen Swiftmane, figurehead of the confederation, who carries it as both symbol and practical instrument of governance.
