It divides the Northern Holds, which embrace deep daily integration, from the Southern Holds, which favor industrial methods. That tension comes from the Great Schism and still shapes Council debates.
Lore
According to the Chronicles of the Deep, the first rune ever spoken was the Rune of Awakening. The Celestials breathed it into darkness under the First Peak to give life to the first Dwarf. All Runic Magic is an echo of that primal act. During the Ember-Plague of 210 AE, Runic Sealing alone kept volcanic fire from consuming the Holds. The rune-masters of those seals are honored each year at the Festival of the Ever-Flame. The Arcane Overuse Crisis nearly destroyed what those heroes had saved. The Rune-Law Codex from its aftermath is now as sacred as any forge-oath.
