Encompassing the windswept northern highlands, Windmere is defined by elevated terrain, steep mountain ridges, and broad upland pastures grazed by sheep hardy enough to survive the harsh conditions. Mountain fortresses, both ancient and imperial, anchor key passes and overlook the lowland approaches.

Windmere endures a cold, windswept highland climate with long winters, heavy snowfall in the upper elevations, and short but vivid summers that briefly transform its hillsides into green grazing land.

Windmere was among the last northern territories consolidated into the Azarian Empire, its independent-minded highland clans eventually incorporated through the Guild Ethic rather than outright conquest, consistent with Azaria's Open Hand Tradition. Its mountain fortresses have historically served as the empire's first line of defense against northern incursions, and its Legionary cohorts are renowned for endurance over speed. Windmere's fierce provincial pride makes it a consistent powerhouse at the annual Provincial Games, where its athletes and wool-craft artisans compete fiercely against the more populous southern provinces.

It is said that when the last of the highland clan-chiefs finally swore fealty to the Azarian Empire, he did so atop the ancient fortress of Greyvane Peak, and that as he raised the imperial banner, the wind itself fell silent for the first and only time in living memory. The highland clans took this as an omen from their mountain spirits, calling it the Breath Held, and to this day Windmere soldiers recite a brief prayer of silence before battle. A darker rumor persists among shepherds who work the highest pastures: that on moonless nights, the ghost of a clan-chief who refused to kneel still patrols the ridgelines, his figure visible only as a shape that bends the gale around it. No imperial surveyor has been willing to map the northernmost summit by night.
