Appearance
Physical: Marigold is slight with the compressed density of old age, the kind of small that has become smaller by degrees without losing weight so much as presence. Her hair, once the particular copper-auburn common to Willowbrook families, is now entirely white and pinned into a severe topknot that she has worn the same way for sixty years. Her eyes remain a clear, unsettling amber that people consistently describe as looking at them from a longer perspective than the current moment.
Clothing: Good-quality wool in deep greens and browns, well-cut and properly maintained; she does not dress for display but also does not permit sloppiness. She still carries the High Burrowmaster's ceremonial brooch, a spiral of silver acorns, even in retirement, because no one has asked for it back and she has not offered.
Distinguishing Marks: Her hands show the specific joint-swelling of a Halfling who has spent decades writing, and she keeps them folded in her lap in formal settings where she would prefer not to be asked about them.
Relationships
- Oswin Thornbarrel - A Council member she mentored thirty years ago and considers capable of more than he currently attempts; she is working on this in ways he has not fully noticed
- Mira Greenleaf - Her oldest living peer and the one person in Willowbrook who argues with her as an equal; they have a private Tuesday morning tradition of tea and mutual exasperation that has been ongoing for forty years
- Florin Copperdale - A trade factor whose work she respects and whose judgment she periodically tests by routing observations about border trade through him to see what he does with the information
Personality

Backstory
Marigold served on the Willowbrook Council of Elders for thirty years before ascending to High Burrowmaster, a position she held for two five-year terms before stepping down by choice rather than term limit — the first High Burrowmaster in sixty years to do so voluntarily. During her tenure she negotiated the current peace arrangement with the Elven Kingdom of Sylvanos after a three-year diplomatic rupture over water rights on the Great River, established the Confederation-wide Bread-Bank standard, and reorganized the Militia's Scout Swarm from a loose volunteer structure into a formal training program. She retired to Willowbrook and has since been entirely unable to actually retire, because no one in the current Council has managed to stop consulting her.
Daily Life
Marigold's mornings are officially free time that she uses to walk Willowbrook's market and terraces, which is also effectively an intelligence-gathering exercise she performs without acknowledging it as such. She has a standing midday meal with whoever asks — she has made it a principle to remain accessible — and afternoons she spends reading or writing correspondence. She attends Council meetings as a non-voting observer when she is in Willowbrook, sits in the back corner, and has never once had to speak at volume to have her comment heard across a room.
Secret
Marigold's decision to step down from the High Burrowmaster position was not entirely voluntary. During her second term she authorized a covert diplomatic exchange with Orcish clan leaders — something expressly outside the Confederation's formal protocols — and reached an informal arrangement that has largely held. If the arrangement were discovered, it would be politically explosive. She stepped down partly to ensure that if the arrangement ever came to light, the accountability would rest with a private individual rather than an active High Burrowmaster.
Story Hooks
- 1 Marigold quietly summons outsiders and asks them to carry a message to a specific individual at a location northeast of the Iron Mountains — she provides no explanation, a specific phrase the message must include verbatim, and a warning that the recipient will know immediately if the phrasing is altered
- 2 The informal arrangement Marigold made with the Orcish clan leaders appears to be breaking down — a clan contact has been sending warning signals through an agreed channel, and Marigold needs someone to investigate without triggering the very conflict the arrangement was designed to prevent
Narrative Value
Marigold is the Confederation's elder statesperson — a retired power broker who still shapes events from a position of unofficial influence, carrying a geopolitical secret that could ignite or prevent a war. She provides access to the highest level of halfling political knowledge and connects multiple other characters as a central relationship node.
