Identity
Appearance
Physical: Stocky even by Halfling standards, with a barrel chest that gives him his surname and a face that is all competing expressions — jovial brow, shrewd eyes, and a mouth that smiles reflexively whether the news is good or not. His hazel eyes are set slightly too close together, a feature he has weaponized into an uncanny ability to hold eye contact without blinking during negotiations.
Clothing: Fine linen shirts in deep burgundy or forest green, always slightly too formal for the occasion. He wears a High Burrowmaster's chain of interlocked Silver Acorns across his chest at all formal proceedings and has been seen polishing it when he thinks no one is looking.
Distinguishing Marks: His left hand is missing the tip of the ring finger — lost to a millstone accident in his youth, before politics called him away from the grain trade. He does not hide it.
Relationships
- Mira Greenleaf - Fellow Council elder whose respect he genuinely wants and has never quite managed to earn; her flat stare during his longer orations is the one audience reaction that genuinely unsettles him
- Willa Puddlejump - His appointed diplomat to the Council of the Five Realms — he chose her for talent and because her success reflects on him, a fact she is aware of and uses for leverage when she needs resources he would otherwise refuse
- Rook Thistlecrown - The exiled farm-warden whose exile Oswin signed; he tells himself the judgment was just, and does not examine the part of the decision that was also politically convenient for him
Personality
- Genuinely believes he is the most competent person in any room, and is correct often enough that the belief has calcified into fact in his own mind; this makes him effective and occasionally catastrophic in equal measure
- Masters the art of talking extensively while committing to nothing — his storytelling digresses at exactly the moment a direct answer would be required, a trait his allies call diplomatic skill and his enemies call cowardice
- Privately generous, particularly toward families whose harvests have failed; he routes Bread-Bank surplus to the neediest quarter of Merryvale through a chain of intermediaries that obscures his role, because he is afraid of what it would do to his political leverage if people liked him for the right reasons
Backstory
Oswin Thornbarrel grew up in a prosperous grain-merchant family in Merryvale's trade district and had no political ambitions until he joined the Council of Elders at forty as a commercial representative during a protracted dispute with Azarian textile merchants over exchange rates. He resolved the dispute in eleven days through a combination of flattery, strategic information leaks, and a banquet so well-catered that both delegations signed before they fully understood what they had agreed to. The Council recognized something useful and kept inviting him back. He became the eldest member of Merryvale's council six years ago and assumed the rotating High Burrowmaster position by right of seniority, a role he has since extended through a series of procedural maneuvers that technically comply with the Confederation's charter while ignoring its spirit. He is three years into a position that is supposed to last five, and is already preparing the groundwork for a seventh.
Daily Life
Oswin receives petitions each morning in the Council Chamber, a room he has furnished more comfortably than the charter recommends. His afternoons are spent in transit — between Burrowtowns, between trade delegations, between conversations he manages simultaneously and never quite finishes. He eats prodigiously and entertains lavishly, using Merryvale's Feast Hall as a second office. He reads correspondence until late at night, annotates it in a cramped cipher script, and destroys those annotations before morning.
Secret
Oswin has been accepting discretionary gifts — not quite bribes, but close enough — from Azarian textile merchants for four years in exchange for favorable exchange-rate rulings disguised as Confederation policy. The accumulated value would constitute a serious breach of the Code of Elders if examined by a Grand Moot. He keeps meticulous records of every transaction, ostensibly to protect himself, though the records would also destroy him if found by the wrong person.
Story Hooks
- 1 Oswin quietly approaches outsiders with a contract: locate and retrieve his cipher-annotated correspondence before a rival Elder's courier reaches it first — the job sounds administrative until the characters realize the documents implicate at least three other Confederation members in the same arrangement
- 2 The High Burrowmaster calls an extraordinary Grand Moot on short notice, citing unspecified threats from Orcish raiders at the border — but the Militia of the Greenfields commanders say there have been no raids, and someone inside the Council is asking questions about why Oswin needed every Elder in Merryvale at the same time
Narrative Value
Oswin is the morally grey institutional authority — neither villain nor hero but the kind of pragmatic operator whose fingerprints are on half the settlement's problems and solutions simultaneously. He functions as a quest-giver with hidden agendas, a political obstacle, and an unlikely ally when his and the characters' interests happen to align.
