Willa Puddlejump was a Story-Weaver's apprentice in Merryvale until age twenty-two, when she told a tale at a Harvest Jamboree that ended a three-year property dispute between two neighboring farm families — not through legal argument but through a story about a river that had forgotten which bank it belonged to, told so precisely that both parties understood simultaneously what compromise was available to them. Fennick Ashcroft was in the audience and mentioned her to the Council. Oswin Thornbarrel sent her as junior envoy to the next Council of the Five Realms session as a trial. She negotiated an extension of the grain-for-textiles arrangement with Azaria that the senior envoys had failed to secure for two years, and did it in the time it took for a formal dinner to run its natural course. She has been the Halfling envoy at every session since. She is the youngest envoy of any civilization currently seated at the Council and the only one who does not have a private secretary.

Daily Life

Council sessions take Willa to Azaria's capital for three weeks out of every season, during which her days are entirely reactive — dinners, corridor conversations, formal hearings, and the exhausting performance of appearing less strategically aware than she is. Between sessions she is in Merryvale, writing detailed reports that go to Fennick Ashcroft before Oswin Thornbarrel, reviewing petitions from Burrowtown farmers who have cross-border trade disputes, and teaching Story-Weaving at the apprentice hall twice a week. Teaching grounds her in a way diplomatic work does not.

Secret

At the last Council session, Willa agreed privately to a protocol addendum that would give Azaria preferential grain access during military campaigns in exchange for enhanced protection guarantees along the Halfling border — an arrangement that exceeds her diplomatic mandate by a considerable margin and that she has not reported to the Council of Elders. She believes the deal protects Halfling lives. She is not certain the Council would agree that she had the authority to make it.
