Appearance

Physical: Lean and long-limbed for a Halfling, with sun-darkened skin, hazel eyes that scan a room the moment he enters it, and close-cropped black curls matted flat from years beneath a leather cap. A network of faint scratches across both forearms maps the bramble-paths he uses when no road will do.

Clothing: Undyed wool breeches, a short cloak dyed to blend with autumn fields, and a short bow slung over his left shoulder at all times — even at the dinner table, where he leans it carefully against his chair before sitting.

Distinguishing Marks: The tip of his right ear is notched from an Orcish arrow that passed closer than it should have during the last raid season. He tells the story differently each time.

Relationships

  • Cobb Ironroot - Trusted contact at the Stone-Guard fortifications; Tibalt feeds him trail intelligence and receives advance warning of unusual Orcish movement in return, a bilateral arrangement that has saved lives and that neither has reported to the Council
  • Rook Thistlecrown - Former militia companion whose exile troubles Tibalt more than he acknowledges; he was a witness at the hearing and voted for a lighter sentence, a vote that was outnumbered and that he replays periodically
  • Clover Brimsworth - His youngest recruit, whose raw speed and instincts he recognizes as exceptional and whose recklessness currently frightens him more than any Orcish raider does

Personality

  • Economical with words to the point of rudeness — he answers questions with the minimum syllables required and treats any response longer than four words as a personal extravagance
  • Unconsciously mirrors the posture of whoever he is assessing, leaning forward when they lean, tilting his head when they tilt — a habit from years of reading enemies at distance that now makes him subtly unsettling in conversation
  • Speaks with a flat, unhurried cadence that volunteers no emotion; the one exception is when discussing the Central Plains terrain, where his voice quickens and his hands move without his permission

Backstory

Tibalt grew up on a barley farm at Thistledown's northern edge, the son of a Militia volunteer who died in a skirmish with Orcish raiders before Tibalt was old enough to remember his face. He enlisted the morning of his twentieth birthday, was assigned to the Scout Swarms within a year on account of his ability to move through undergrowth without disturbing birds, and steadily refused every promotion that would have placed him behind a desk. He accepted the Scout Captain rank only because the previous captain retired and no one else knew the border trail network as well as he did. He has memorized every ambush site on the Iron Wastes frontier and considers this knowledge the most important thing he owns.

Daily Life

Tibalt is on the trails by first light regardless of weather, checking the network of subtle trail-markers his scouts maintain along Thistledown's perimeter. He holds a brief stand-up report with his squad at midday — standing because he believes seated debriefs grow too comfortable and too long. Afternoons are spent updating trail-condition reports and training the newest recruits in the art of moving without disturbing the wildlife that functions as the Halflings' first early-warning system. He eats alone most evenings, always facing the door.

Secret

Tibalt has been communicating through a trusted intermediary with a specific Orcish clan leader who has been attempting to negotiate a private non-aggression arrangement for his people's eastern migration routes. The talks are unauthorized and would be considered treason by the Grand Moot. Tibalt is not certain they are wrong about that, but he has also seen what the raids cost both sides, and the clan leader's terms are not unreasonable.

Story Hooks

  • 1 Tibalt approaches outsiders off the record, asking them to act as unofficial couriers to the Orcish border — the message they carry is in cipher, the destination is not on any Confederation map, and he explains only that lives depend on it arriving before the next new moon
  • 2 A scout patrol fails to return from the northern perimeter trail and Tibalt suspects an ambush — but the trail patterns suggest it was not Orcs, and the missing scouts were the ones who knew about his unauthorized communications

Narrative Value

Tibalt represents the quiet pragmatism beneath Halfling pacifism — a defender who has seen enough violence to question whether defense alone is sustainable. His unauthorized diplomacy creates a genuine political powder keg and makes him simultaneously a hero and a liability, useful as a guide, information source, and moral counterweight to the Confederation's official stance.
