Appearance

Physical: Square-built and solid, with a tail of eighteen feet in moss-green scales that have been bleached along the upper third by decades of surface patrol work in high-UV delta channels. His face carries the specific hardened look of a Naga who has seen too many routine situations turn dangerous to fully relax in any environment.

Clothing: The standard River Guard spear-carrier's armor plating of treated coral-scale on leather backing, upgraded to Captain's specification with reinforced tail guards — he has been struck from below by armed smugglers twice and considers the guards non-negotiable.

Distinguishing Marks: A horizontal scar bisecting his lower jaw from a blade encounter fifteen years ago; he was struck while questioning a smuggler who had hidden a weapon in a Current-Eel carrier cage.

Relationships

  • River Merchant Nexith the Drifter - A practiced antagonism that both parties find more useful than a clean resolution would be — Nexith's anonymous tips have led to twelve significant arrests in the last five years; Uxeth accepts the tips, investigates them independently, and has never traced them back to Nexith in any official document
  • Tide-Warrior Commander Krix Deepwatcher - A collegial rivalry between branches that produces annual debates about jurisdictional boundaries at the inter-agency coordination meetings; they disagree about almost everything strategically and are among the most effective informal partners in Naga military-law enforcement history
  • Guard Commander Lyssh of Pearlspire - His nominal superior and the officer who has passed him over three times; Uxeth's relationship with Lyssh is professionally impeccable and personally cold — he has never accused Lyssh of anything in writing, and Lyssh has never given him a reason to that he could prove

Backstory

Uxeth joined the River Guard at seventeen, four years after the hatchery district where he grew up was flooded during a regulatory failure he watched the Guard do nothing to prevent. He became a Guard specifically to be the kind of officer who does something. Over seventy years he has served in four delta districts, made captain in the Eastern Channel at fifty, and built a patrol system that has reduced contraband transit through his district by sixty percent. The reduction is partly his methods and partly his informant network, which he has never disclosed to his superiors. He has been passed over for promotion to Guard Commander three times; each time the reason given was a different procedural matter; each time the promoted candidate was less effective.

Daily Life

Uxeth runs shift-change briefings at the district post at dawn and dusk, reviews overnight patrol logs in the morning, and conducts at least two personal patrol circuits per day regardless of staffing. Afternoons he processes detainee cases and writes the documentation that keeps his arrests from being dismissed at the Current Courts. He eats at the patrol post with whatever junior Guards are on shift — he considers shared meals essential to district cohesion and has said so in three separate evaluations that his commanders have never acted on.

Secret

Uxeth's informant network includes two active Council of Tides staff members who provide him with advance knowledge of regulatory decisions affecting his district — specifically decisions that would create new contraband opportunities before enforcement is adjusted. He has been using this intelligence to pre-position River Guard patrols and has never explained how he anticipates Council decisions so accurately. His superiors have attributed it to experience. The Council staff members have never asked for anything in return, which is the detail that actually worries him.

Story Hooks

  • 1 One of Uxeth's Council informants is found dead under circumstances his River Guard district has been asked to investigate — a case he has an obvious conflict of interest in handling and an impossible professional reason to recuse himself from.
  • 2 A new contraband type begins appearing in the Eastern Channel district: venom-compound residue consistent with the formula in Tyshan Venomblend's classified research paper, moving through smuggling routes that Uxeth has never seen used before.

Narrative Value

Uxeth is the institutional conscience of Delta-Haven — the figure players must reckon with if they are doing anything legally questionable in his district, and a potential ally of enormous value in any investigation that requires official cooperation without official authorization.
