Her feathers are a deep charcoal that has faded at the edges to silver — she was dark-winged in youth and the paling is interpreted by colleagues as a sign of her archive work, which involves sustained exposure to translucent parchment light that eventually affects feather pigmentation in long-term Archivists. Her eyes are the clearest sky-blue, rarely blinked.

Clothing: Archivist's plain grey Aero-Silk, distinguished from other grey-wearers only by the key-lattice at her hip — a grid of eleven translucent crystal keys, each opening a different tier of sealed archive space.

Faelan trained as a Sky-Scribe before finding her true vocation in the organizational systems of the Sky-Archives, which she restructured entirely over a thirty-year project that produced the current classification system used across all five Confederacy city-states. Her appointment as Keeper of Sealed Records came after the previous Keeper died without a successor plan and the Wind-Council needed someone who already knew where everything was. She has held the position for sixty-seven years, during which time she has denied access to sealed materials to three Archons, seventeen Ministry officials, two foreign dignitaries, and one very determined academic who kept returning with new credentials for eleven years before she allowed him partial access to precisely two documents. She keeps a log of every denied request, which she considers the most important record in her care.

Daily Life

Faelan arrives at the inner sanctum before the Archive's official opening and leaves after it closes. Her morning is spent on document preservation and cataloguing. Afternoons are access administration — she reviews every formal request in person rather than by correspondence, because she can learn more about why someone wants a record from watching them ask than from reading their stated reasons. She takes her meals in the Archives and has done so for forty years.

Secret

Faelan has read every sealed record in the Archives. All of them. Including the ones sealed by order of the previous three Archons and the ones placed under Tribunal restriction. She did this over decades, using her legitimate access in ways that were technically within the letter of her authorizations and comprehensively outside their spirit. What she found has reshaped her understanding of the Confederacy's history in ways she cannot act on, share, or un-know, and that she has spent twenty years deciding what, if anything, to do about.

Story Hooks

  • 1 Faelan summons outsiders — not requests, summons — to the inner sanctum and places three sealed documents before them without explanation. She tells them only that these will be needed within the next season, that she cannot provide them through official channels, and that she has calculated the probability that the right people will find them otherwise at less than twelve percent.
  • 2 A fire in the outer Archive destroys forty years of administrative records — ordinary materials with no seal on them. Faelan knows immediately that this was targeted, because among the destroyed records were the access logs for the previous decade that would have revealed someone had been reading sealed materials without authorization. The question is who, and whether they found what they were looking for.

Narrative Value

Faelan is the gatekeeper and the secret holder — the person who knows where all the knowledge is, what it says, and why it is hidden. She provides access to the Archives as both obstacle and eventual ally, and her secret knowledge of the Confederacy's true history gives her a unique perspective on the long-cycle threats that other characters are only beginning to understand.
