Structure
Nomadic governance centers on the Tribal Confederation, a flexible political structure designed to honor the autonomy of each tribe while enabling collective decision-making on matters that affect all. Each tribe elects a representative to the Elders Council, the supreme deliberative body of the confederation. Leadership roles within the council rotate deliberately to prevent any single voice from dominating, and decisions are reached through open discussion rather than majority rule. This commitment to consensus, painstaking by the standards of settled kingdoms, reflects a culture that regards every perspective as worthy of consideration and that has learned, through hard experience, the cost of silencing the few.
The current symbolic figurehead of the confederation is Vaelen Swiftmane, a respected elder of the Tribe of the Silver Mane, celebrated for his measured counsel and gift for reconciling opposing viewpoints. Real governance, however, rests with the full Elders Council, whose authority derives not from force but from accumulated wisdom and the deep trust of the people. Beneath the council, several ministries handle specialized domains: the Ministry of Education and Storytelling preserves oral traditions and manages the transmission of knowledge between generations; the Ministry of Trade and Barter facilitates resource exchange within the confederation and with neighboring civilizations; the Ministry of Diplomacy and Outreach manages formal and informal relations with external peoples; and the Plains Guard, under the coordination of a designated War Leader in times of need, provides collective defense.
Justice among the Nomads is restorative rather than punitive. Disputes are mediated by designated elders whose role is reconciliation and community repair, not punishment. Crime is understood not as an offense against an abstract state but as a rupture in the living fabric of the community, one that must be mended through dialogue, understanding, and the restoration of relationships. This system, rooted in deep respect for the interconnectedness of all community members, has proven effective across the centuries in maintaining cohesion among a confederation of independent and often strong-willed tribes.
