The Hold is built across a broad volcanic plateau surrounding the Heartscale Nesting Basin, a shallow natural depression spanning several kilometers that the Ministry has reinforced with Pyrantine barriers and enchanted stone walls to contain nesting activity. The city radiates outward from the basin in sectors: the Wardenhalls along the basin rim, the administrative district behind them, and the garrison quarters and supply depots forming the outermost defensive ring.

The warm breath of hundreds of nesting dragons keeps Drakescale Hold several degrees hotter than the surrounding highlands year-round, creating an unusual microclimate where certain volcanic plants bloom in unusual profusion and moisture condenses on the walls in shimmering veils each morning. The nesting season in autumn produces a dramatic surge in ambient heat that requires visitors to wear heat-deflecting Pyrantine-weave garments.

Drakescale Hold was established in the early decades of the Obsidian Order as a way to centralize and protect Drakon's most valuable strategic asset: its dragon population. Prior to its founding, nesting grounds were dispersed and vulnerable to both natural disruption and rival raids during the clan wars. Centralizing the largest breeding population behind permanent fortifications dramatically increased hatching survival rates and allowed systematic application of the Dragonsoul Pact bonding protocols. The Hold has survived two major siege attempts, repelling both with the aid of the very dragons it protects.

Old riders whisper of the First Clutch — a set of five petrified eggs kept behind sealed vault doors in the Ministry basement, said to predate the Order itself and to contain the sleeping consciousnesses of Tiraveth's original dragonchildren. Ministry archivists officially deny the vault's existence, but bonded dragons frequently refuse to enter the basement wing, a behavior their riders find difficult to explain by any mundane cause.

Daily life in Drakescale Hold is shaped entirely by the rhythms of the dragons. Shift rotations are timed to feeding schedules. Administrative meetings pause when a clutch shows signs of hatching. The city's greatest honor is to be selected as a Warden-Rider, a rider assigned permanent residency at the Hold to assist in bonding new hatchlings with incoming Drakonian recruits. Children born in Drakescale Hold are statistically far more likely to be chosen by a hatchling during the Rite of the Hatching than those from any other city.
