Exaran was Depth-Banished at eighty-one for unauthorized tidal manipulation — sustaining a failing bioluminescent reef ecosystem the Ministry had classified as non-viable. The reef is now one of the most biodiverse bioluminescent ecosystems in the outer zone, maintained by its community for the hundred and twelve years of their absence. Their return was triggered by sentence completion, but their exile has left a complex aftermath: they saved the reef illegally, it is thriving, and the Ministry has been harvesting its bioluminescent exports without acknowledging their role. They are navigating their return with the patience of someone who has had a very long time to plan it.
Daily Life
Exaran is in the bureaucratic process of re-establishing residential certification and does not yet have a fixed schedule; they fill the administrative gaps with the work they defaulted to in the Shallows — ecological monitoring of the outer citadel ring, conducted informally and without authorization. Three Ministry officials have asked them to stop. They have filed technically accurate responses explaining why they cannot, on ecological grounds, stop.
