The Bleached Shallows were formally designated as the exile zone under the Balance Charter issued by the Celestial Order, providing the Tide Tribunal with a geographically defined punishment for those who violated tidal manipulation laws. The existence of this zone underscores the central Ocearan tension between their immense power over the sea and their philosophical commitment to the Balance of the Currents. The Nereids of Nereidum later continued the practice of Depth-Banishment as a direct inheritance of Ocearan legal tradition.
