Appearance

Physical: The Bleached Shallows have done what their name suggests to anyone who stays: his skin has faded from its original deep ocean-blue to a washed-out grey-white, the iridescence largely absent. His coral tattoos, once Tide-Warden combat marks, have been partially excised — the formal exile mark worked over them, leaving a scarred topography of old identity and new status.

Clothing: Repaired and re-repaired kelp-fiber in whatever he can trade for; he still carries the frame of a pressure-coral pauldron on his left shoulder, the last piece of his Warden's plate, and has not been able to determine whether he keeps it from sentiment or habit.

Distinguishing Marks: His webbed membranes are torn and scarred along the right hand from a pressure-wave explosion he was too close to when it was not yet his job to be far from such things; he uses the limitation as a gauge of how much trust to extend to any new situation.

Relationships

  • Salkan Shadowpearl - A black-market broker who moves goods through the Bleached Shallows boundary; Vexon sometimes provides the escort that makes these movements possible and receives information about Pelagius in return.
  • Thalindra Deepcurrent - He does not know if she is aware of the fabrication that exiled him. He has spent one hundred and twenty years determining whether finding out would change anything he is already doing.
  • Kalex Waveforge - The Hydro-Engineer Commander who reached out through an unofficial channel three years ago; their correspondence is irregular and carefully non-incriminating, but Kalex has given him information he could only have from inside the command structure.

Backstory

Vexon was a Tide-Warden of genuine distinction who held a remote citadel-state's defensive perimeter through an unauthorized Pyrakian incursion for eleven days without relief, using tactics he improvised from available materials. He was preparing a formal citation for his unit when he discovered that the incursion had been permitted by a mid-level Ministry official as cover for a smuggling operation, and that exposing it would require implicating a Council member's family. He exposed it anyway. The Council member's family survived the investigation with reduced standing. Vexon was reassigned to a frontier posting, then accused of a procedural violation during that posting under circumstances he maintains were fabricated. Exile to the Bleached Shallows followed within a year. He has been surviving there for one hundred and twenty years.

Daily Life

Vexon moves through the Bleached Shallows in patterns designed to be difficult to follow — not paranoia but the efficiency of someone who has had reason to be difficult to track. He trades information, salvage, and occasional escort services with the settlement communities at the Shallows' edge. He maintains a private monitoring post where he can observe Pelagius current-traffic without being observed in return. He is still, without formal assignment, doing the work of a Tide-Warden.

Secret

Vexon did not leave Pelagius entirely. Before his exile was formalized, he placed a monitoring tap on the Tide-Glyph relay network at a node inside the Bleached Shallows boundary — one that still transmits low-frequency Council communications he can read with the Warden's cipher he was never officially asked to surrender. He knows things about current Ocearan politics that no one outside Pelagius should know, and he has been trying to decide for a decade what to do with them.

Story Hooks

  • 1 Vexon contacts outsiders with a precise intelligence offer: he knows the location and schedule of an unregistered cargo movement through the Bleached Shallows that appears to originate inside Pelagius at a very senior level.
  • 2 A newcomer to the Bleached Shallows carries a marking Vexon recognizes from his monitoring intercepts — an identification code used only by a specific Council subcommittee, on a person who has no documented reason to be outside Pelagius.

Narrative Value

Vexon is the exiled insider — a character who sits outside the law precisely because he held too tightly to it, with intelligence assets that no one in power wants him to have. He offers both dangerous knowledge and moral complexity: he is technically a criminal by Ocearan law and practically its most honest former servant.
