The Nomads operate as a Tribal Confederation. Bound by shared values and ancestry, individual nomadic tribes unite under a loose confederation for collective decision-making and conflict resolution. Each tribe retains its autonomy but contributes to the council for matters affecting the wider community. Important decisions are reached through open discussions and achieving consensus rather than majority rule, reflecting their respect for diverse perspectives.

Council and Leadership
The Elders Council is composed of seasoned leaders and renowned seers from each tribe, guiding the community with wisdom and foresight, upholding traditions and mediating disputes. Each tribe elects a representative to the council, ensuring all tribal voices are heard. Leadership roles within the council rotate to prevent dominance and promote inclusivity. While shamans and seers do not hold official positions, their counsel and insights are highly respected in guiding the community.

President / Symbolic Figure
The Nomads elect a figurehead as a symbol of unity and representation, but real power lies within the council. The current symbolic leader is Vaelen Swiftmane, a respected elder from the Tribe of the Silver Mane, known for his measured counsel and gift for reconciling opposing viewpoints.

Their mobility and intimate knowledge of the terrain allow them to effectively defend themselves against larger forces through guerrilla warfare tactics. Their specialized martial art uses the movement of the plains as inspiration, and their horsemanship gives them a decisive advantage in open terrain.

The Nomads generally maintain a stance of neutrality and independence. They trade with various races but remain neutral in conflicts.
