The Primary Plateau is the largest single island in Caelum's inner ring, its surface notably flatter than the spired observatory islands and more extensively developed than the industrial terraces of Cloudholm. Wide avenues of sky-glass paving connect the major civic buildings, and a series of open-air sky-courts serve as gathering spaces where the public life of Caelum's governmental quarter plays out. The island is ringed by a walkable observation promenade at its outer edge, offering views across the entire archipelago on clear days.
