The hall is constructed atop a vast runic-plated platform of enchanted basalt, tethered to the river bed by deep anchor chains while remaining free to rise and fall with seasonal floods. Its open-air tiers descend toward a central speaking pool, where the waters of the Great Confluence are channeled beneath a transparent crystal floor.

The floating structure is exposed to the open sky above the confluence, meaning sessions are held under natural weather conditions, a deliberate philosophical choice reflecting The Naiads' belief that law must weather the same storms as the land it governs.
