The Citadel is positioned near the sealed Entropic Rift, its precise location classified beyond Journeyman level within the Order hierarchy to prevent unauthorised pilgrimages to the dangerous perimeter. Its pentagonal outer walls are constructed from resonance-hardened Ætheric Crystal capable of withstanding spatial distortion events, and the interior towers are instrumented with the Order's most sensitive resonance-measurement arrays. A permanent Temporal Gateway links the Citadel to the Temple of the First Dawn for emergency evacuation and rapid reinforcement.

The environment around the Citadel reflects the proximity of the sealed Rift: local magical field strength is higher than normal, producing occasional spontaneous resonance phenomena including floating stones, reversed water flow, and brief patches of visible Ætheric Net. Void Moths congregate outside the Citadel walls in larger numbers than anywhere else in Landorya, their Entropic absorption providing a continuous biological indicator of the Rift's containment status that the Wardens treat as their first-line alarm system.

The Citadel was established immediately following the sealing of the Great Dissonance's primary Entropic Rift, when the Celestial Order recognised that the seal would require perpetual monitoring rather than passive maintenance. Balance-Warden Commander Theron Voidsbane, who died in the fifth century after sealing three secondary Entropic Rifts during the Rift Crisis, trained the first generation of Wardens who developed the monitoring protocols still in use. The Citadel's records are among the most complete in the Order's possession, providing continuous resonance measurements of the sealed Rift across several centuries.

Balance-Wardens at the Citadel rotate assignments on strict schedules to prevent psychological effects associated with extended proximity to the Rift. Wardens who remain beyond their rotation limit report increasingly vivid dreams of events that have not occurred, interpreted by Order psychologists as Rift-bleed affecting the Thought-Weaving frequency. More troubling are the accounts from the fifth century, recorded in the Rift Crisis journals, of Wardens who reported hearing a voice from within the Rift during a period of particular containment stress: a single word in Celestial Cant that none of the contemporary Star-Readers could translate, but which the Order's most senior Oracle described privately as the resonance signature of something requesting to be heard.

The Citadel's two hundred Balance-Wardens live in a disciplined semi-military community, with rotation schedules, resonance fitness assessments, and regular evacuation drills. The facility is self-sufficient in food and water, growing Resonance Fern and Temporal Moss in interior gardens maintained partly for psychological wellbeing and partly for their harmonic properties. Starlight Wolves bonded to senior Wardens roam the perimeter wall continuously, their resonance sensitivity providing an additional layer of disturbance detection beyond the mechanical arrays.
