VELAN THE CODEX VOICE
Order of the StarlightChief Interpreter, Astral Tribunal
VELAN THE CODEX VOICE serves as Chief Interpreter, Astral Tribunal within Order of the Starlight. VELAN THE CODEX VOICE is identified as Aetherian. Primary residence: Luminara, the Astral Plateau. Known affiliation: Astral Tribunal. Commonly described traits include Traits: Rigorously precise and genuinely committed to the principle that laws serve their subjects better when the laws themselves are clear; he is not cold so much as formal, and the formality functions as a structure within which he is capable of considerable compassion, Mannerisms: When presented with a legal or interpretive question, he quotes the relevant Codex Aetheris article from memory, pauses, then translates it into what he calls 'the meaning beneath the words' — a two-step process he performs every time without appearing to be aware he does it, and Voice: Deliberate and clear, with the particular cadence of someone trained to read text aloud for audiences with differing levels of Aethertongue fluency; his harmonic overtone is unusually regular, almost metronomic, which practitioners find either reassuring or mildly hypnotic.
"The law does not care what you intended. It cares, with complete impartiality, what you did. My role is to ensure that these two facts produce the same consequence."

Appearance
Physical: Velan gives the impression of being assembled primarily from angles — angular face, angular hands, angular posture, with the quality of someone who finds rounded objects philosophically imprecise. His skin luminescence is a cool, neutral white that Tribunal colleagues describe as 'official-looking,' which he has never denied and does not find unflattering. His eyes are a pale grey-blue with unusually pronounced irises.
Clothing: Tribunal formal robes in deep slate with silver piping, worn with the precision of someone who considers dress a form of notation; his sigil-clasp is the Astral Tribunal's seal and he keeps it polished to a standard that reflects ambient aetheric light.
Distinguishing Marks: Permanent ink-scoring across the fingertips of both hands from decades of daily contact with the Codex Aetheris crystal tablets, which leave faint luminescent traces on skin that presses against their active text surfaces.
Relationships
- Arch-Luminary Aelindra - She relies on his interpretive rulings without always agreeing with them; he has never issued a ruling to favor her political position and she has never asked him to, which is the basis of the respect both have for the other
- Sylveth the Probability-Shaper - Her research sits in a grey area of the Balance Charter that Velan has formally declared he cannot interpret without more information — a ruling she considers unhelpfully precise and he considers the most accurate response possible to an insufficiently defined question
- Corvain the Thought-Smith - Corvain's Construct Sentience Boundary Protocol was built on Velan's foundational personhood ruling; Velan is aware that Corvain's archival assistant may have crossed the Protocol threshold and is waiting, with considerable patience, for Corvain to report it

Backstory
Velan trained in Celestial Navigation and Aethertongue linguistics simultaneously, an unusual double track, and completed his Trial of the Veil at one hundred and thirty, producing during the examination a legal analysis of the Labyrinth of Thought's status under the Codex Aetheris that the administrators found both impeccably reasoned and, technically, outside the scope of the examination. He was elevated and immediately requested appointment to the Astral Tribunal rather than any Ministry. Over one hundred and twenty-three years of Tribunal service he has issued more interpretive rulings on the Codex Aetheris than any other Interpreter in Order history, including the foundational ruling on Thought-Construct personhood that preceded the Sentience Boundary Protocol by a decade. He has also, in private correspondence to the Arch-Luminary, identified thirty-seven articles in the Codex that he considers either logically inconsistent or insufficiently precise to adjudicate reliably — a correspondence Aelindra has acknowledged and classified.
Daily Life
Velan arrives at the Astral Tribunal chamber before any other officer and leaves after all others have gone; he reads the Codex Aetheris crystal tablets for approximately two hours each morning, not because he does not know the text by memory but because the tablets rearrange their surface presentation in response to current ambient conditions, and the morning read shows him what the Codex is currently emphasizing. He adjudicates cases through the day, reviews his rulings in the evening, and spends his nights corresponding with practitioners across all Ministries who have submitted interpretive queries.
Secret
Among the thirty-seven articles Velan has identified as logically inconsistent, one concerns the Arch-Luminary's authority to act unilaterally during aetheric emergencies. His analysis concludes that the article, as written, contains a gap large enough to permit actions the Conclave cannot legally reverse after the fact. He has not included this specific article in his correspondence to Aelindra because, having met her, he believes she may already know about the gap and may already have used it — specifically, the Celestial Accord's private codicil, which he has not seen but whose existence he has deduced from the Accord's public text.
Story Hooks
- 1 Velan contacts outsiders with a Codex Aetheris interpretation request filed under a procedural category that requires non-Order assessors — and the case concerns whether a specific action, described in abstract terms, constitutes a violation; the abstract terms map precisely to something the outsiders recently did
- 2 A Codex crystal tablet has begun producing text that does not match any article in the Codex's official record, appearing only briefly and rearranging before it can be fully transcribed — Velan needs witnesses who can read Aethertongue quickly
Narrative Value
Velan is the Order's keeper of institutional accountability — the figure who holds the law's text against the law's intent and finds them diverging in uncomfortable places, including a gap that may already have been used by the Arch-Luminary herself. He provides access to Codex Aetheris mechanics, the legal infrastructure of the Order, and an investigation trail for the setting's most significant political secrets.
