The Howling Plains occupy a broad low-lying region of the Frostbound Wastes where the underlying terrain is flat enough that no natural barriers exist to slow the polar wind. The horizon in any direction appears identical — a line of pale grey sky above white snow — and navigation without the runic waymarkers maintained by Windrunner Waywalkers is extremely hazardous even for experienced travelers.
Climate
Among the harshest weather environments in the wastes, the Howling Plains combine extreme cold with a wind that never fully drops below a sustained gale. The wind-chill in the open Plains can be lethal within minutes for the unprepared. Visibility during blizzards drops to arm's length, and even in clear conditions the blowing surface snow creates a ground-level haze that obscures features and distances.

The Howling Plains have been Windrunner territory for as long as clan records extend. The clan's nomadic lifestyle evolved specifically in response to the Plains' conditions — no permanent settlement can sustain itself against the constant wind, so the Windrunner developed the capacity to move continuously, following prey herds and seasonal patterns. Their traditional range covers most of the Plains' extent, with seasonal camps established and struck according to weather and hunting conditions.
Legend & Lore
The Storm Eye — the inexplicable calm circle near the Plains' center — is the subject of significant Windrunner oral tradition. Their shamans describe it as the place where Boreas rests when he tires of driving the wind, and the calm they feel there as his sleeping breath.
