Geography
The Council Hall occupies the center of Heartwood, situated at ground level beneath the city's primary canopy platforms — an unusual placement for Sylvan architecture, but one chosen deliberately to root governance in the earth rather than elevating it. The structure is reached by descending spiral staircases grown from the trunks of the trees that form its walls, and its entrance is marked by two ancient trees whose branches have been guided to form an archway over the threshold.
Climate
The interior of the Council Hall maintains a constant, mild temperature year-round, moderated by the thermal mass of the living wood surrounding it and by the magical energies that permeate the structure after centuries of intensive use. The air within carries a distinct scent of ancient bark, leaf mold, and something mineral and very old that practitioners describe as the smell of accumulated decision. Natural light enters through carefully maintained gaps in the canopy above, supplemented by bioluminescent organisms.

History
The Council Hall was grown in the era associated with the consolidation of Sylvan civilization under unified governance. Elenia the Greenweaver is credited in oral tradition with initiating the growth working that produced the hall's earliest form, though its current scale and complexity represent many subsequent generations of careful addition and modification. No external force has ever breached the hall; the Heartroot Ward's strongest concentration protects this site above all others in the Eldris Forest.
Legend & Lore
A tradition maintained by every Lorekeeper since the hall's founding holds that the structure is not merely shaped by the trees but inhabited by them — that the consciousness of the oldest trees forming the walls is accessible to the Lorekeeper during especially profound moments of the Rite of the Listening, offering counsel that draws on memory older than any living elf can possess. Whether this is understood literally or metaphorically varies among practitioners, but the consistency of reported experiences across generations of Lorekeepers has convinced most scholars that something genuine underlies the tradition.
Life & Culture
The Council Hall is in use almost continuously. Beyond the formal Council sessions that take place here, the hall serves as a venue for smaller deliberative gatherings, individual consultations with the Lorekeeper, and the occasional ceremony too significant for any other space in the city. On the days when the full Council assembles — an event occurring several times each year and always at the Solstice Ceremony — the hall's capacity is tested, with senior figures standing at its periphery when the Council ring is fully occupied. The post-Rite silence that fills the hall after a Rite of the Listening is completed is described by those who have experienced it as one of the most profound moments available in Sylvan civic life.
