Appearance

Physical: Tanned to a warm copper from a life on open water, with a compact, quick-moving frame and hazel eyes that calculate distance reflexively — she is always measuring how far things are from each other. Her auburn hair is tied back with a length of rope rather than a clasp, practical rather than careless.

Clothing: Oilskin jacket over layered wool in river-grey and dark green, with deep pockets on every garment and a money-pouch worn inside her jacket rather than at her belt. Her boots are river boots, waterproofed and resoled by a Dwarven cobbler whose work she insists is worth the price.

Distinguishing Marks: A sun-shaped scar on her right palm from a rope burn that healed badly during her first solo voyage at twenty-two; she considers it her certification.

Relationships

  • Elsa Copperkettle - Cooperative partner and personal friend — the relationship began as commercial and deepened over three years of shared river voyages in which Elsa rode along to assess Azarian market reception firsthand
  • Oswin Thornbarrel - The High Burrowmaster whose trade policy directly affects her charter rates; she has a cordial, watchful relationship with him and has been quietly collecting leverage for the day those rates become unreasonable
  • Jasper Rookmoss - The elderly diplomat she met at the Council of Five Realms six years ago, who introduced her to the Elven Kingdom of Sylvanos grain buyers and effectively tripled her northern business — she considers this the most valuable conversation she has ever had

Personality

  • Cheerfully transactional — she assigns a value to everything including social interactions, not from greed but from a genuine belief that honesty about what things cost prevents the resentments that destroy partnerships
  • Absorbs commercial intelligence passively and constantly; she can tell you the current price of Golden Wheat in Azaria and the going rate for Dwarven ironwork at the mountain passes with equal precision at any time of year
  • Speaks in a lilting, river-accented variant of Halfling Tongue that broadens when she is comfortable, narrows to precise neutrality in negotiations, and produces a very particular clipped sarcasm when someone is wasting her time

Backstory

Dilly left Merryvale at seventeen with a small inheritance, a rented berth on an elder merchant's barge, and a conviction that the Central Plains' trade routes were being managed with far less intelligence than their geography allowed. By twenty-five she owned her own barge, by thirty she had negotiated a formal charter with the River Merchant Association, and at thirty-two she brokered the arrangement that brought the Elderflower Cooperative's products onto the Azarian route for the first time. She knows the Great River's seasonal behavior, its traders, its customs officials, and its informal hierarchies better than almost anyone in the Confederation, and she sells access to that knowledge as readily as she sells cargo space.

Daily Life

Dilly's schedule runs on river and market rhythms rather than Burrowtown customs. When in Merryvale she holds meetings in the early morning, processes invoices and charter documents at midday, and spends evenings at the River Merchant Association's hall, where information about the next season's conditions is as valuable as any physical good. On the river she manages cargo, crew relations, and customs negotiations simultaneously, often eating on deck rather than below. She keeps a detailed journal of every trade deal, not as a record of sentiment but as a reference for what worked and what did not.

Secret

Dilly has been smuggling a modest but consistent volume of unregistered Runic Seeds across the Azarian border in sealed cargo labeled as decorative stonework. The seeds are not magical in any dangerous sense, but their export falls under a Confederation licensing restriction she considers pointless bureaucracy. She has not been caught. She is also not certain that the merchant receiving them in Azaria is using them only for agriculture.

Story Hooks

  • 1 Dilly's barge has been impounded at an Azarian customs station on the basis of an anonymous tip; she needs outsiders to investigate who filed the tip and why before the customs officials open the sealed cargo marked as decorative stonework
  • 2 A competing merchant has been undercutting Dilly's Azarian contracts by matching her prices and delivery schedules with suspicious precision — she believes someone on her crew is selling her route plans, and she needs someone outside her operation to find out who

Narrative Value

Dilly is the Halflings' connection to the outside world — a mobile, commercially savvy NPC who can move players between locations, provide market intelligence, and entangle them in trade disputes that cross political borders. Her smuggling adds a personal vulnerability that gives players leverage or creates complications depending on how they engage with her.
