Structure

Eldorian society is organized around a constitutional monarchy, with a King or Queen at its head and governance distributed across three branches: the Monarchy, the Council of Regions, and the Judiciary. The Council of Regions is composed of elected representatives from each of the realm's major regions, chosen by popular vote every five years. A Prime Minister, appointed by the Monarch, oversees day-to-day governance and ensures the Council's decisions are implemented.

This layered system creates a society that values both tradition and democratic participation. Noble houses hold significant influence within the Council of Regions, and competition between them for representation and resources is a persistent source of internal tension. Rival factions have historically sought advantage by cultivating relationships with foreign powers or by maneuvering for control of key ministries, particularly the Ministry of Crafts and Trade, which oversees the enchanted-goods exports that fund much of the realm's administration.

The ministries themselves are extensive. The Ministry of Education and Lore, the Office of the Chronicler, the Office of the Herald, and the Sylvan Guard command significant portions of the royal budget. Each ministry is administered by appointed officers who report to the Prime Minister and, through the Prime Minister, to the Council.

The legal tradition grounds law in the principles of balance and restoration rather than punishment. When a crime is committed, a tribunal convenes that includes appointed judges and a druid representative tasked with assessing the spiritual and natural dimensions of the offense. The most severe punishment is exile from the forest — a sentence considered by many Eldorians worse than death, for it severs the condemned from the ambient magic and communal bonds that sustain them. This structure of restorative justice is among the most distinctive features of Eldorian governance and has influenced legal thinking in neighboring civilizations.
