Positioned at high altitude on a storm-exposed peak within the Blacksmoke Peaks, the enclave was sited specifically for its exceptional lightning frequency during the winter Storm-Season. The site is accessible only via a narrow basalt-paved trail that can be blocked by a single squad of guards, making it both naturally defensible and deliberately isolated from outside observation.

The enclave experiences some of the most extreme weather in Orcish territory: lightning strikes the surrounding arrays hundreds of times during a winter storm-event, and winds can exceed the force that topples trees. Researchers work in specially insulated chambers woven with Storm-Thistle barrier plantings and iron mesh that channels rather than blocks the electrical discharge.

The development of Portable Storm technology was formally authorized as Goal 2 of the current Great Council session, following demonstrations that fixed Storm-Capture Towers could not support extended campaigns away from the Iron-Vein Range. Three prototype units have been built and tested; two were destroyed in catastrophic discharge events, and the third showed partial success before its runic containment matrix fractured. The Council has authorized continued development under the supervision of chief Stone-Keeper Lurak and Forge-Master Baruk Gear-Tooth.

Storm-Orc shamans at the enclave report that on nights when a storm of sufficient magnitude rolls in from the Blacksmoke Peaks, the half-finished prototype casings vibrate in resonance with the lightning before a single strike has been recorded. They interpret this as the Storm-Mother herself testing the devices — and when a prototype withstands the resonance without fracturing, they mark the casing with a Storm-Ward rune and treat it as touched by her approval.
