The Sylvan Council meets in the Heartwood Council Hall, a living chamber formed from the intertwined roots and branches of the oldest trees in Heartwood, the capital city. Council seats are not inherited but earned through demonstrated wisdom, magical attunement, and service to the forest. Decisions require consensus; any elder may call upon the Rite of the Listening, invoking a period of meditative silence during which the Council communes with the forest spirits before rendering judgment.
3.3 Elder Authority and Judiciary
Elders hold a special place in Sylvan society, revered not for their age alone but for the wisdom and knowledge they possess. They act more as advisors and guides rather than rulers, embodying the values of wisdom, balance, and respect for all voices. The transmission of knowledge

A persistent rivalry with the Drakonians, whose expansionist tendencies and desire for natural resources frequently bring them into conflict with the Sylvan Elves, who fiercely protect their forests from encroachment. The Sylvan Elves are generally reluctant to engage in large-scale conflicts beyond their borders, preferring guerrilla-style defense within the forest.
