The aeromantic teams that manage this system — working under the Ministry of Sky Defense's weather operations division — are required to file quarterly reports on storm deflection patterns and their projected impact on surface-world weather downstream of Caelum's position. These reports are reviewed by the Ministry of Celestial Affairs for diplomatic sensitivity and, where significant impacts are detected, shared with affected civilizations through the Aerial Exchange Programme as a goodwill gesture.

On the islands themselves, the thin soils are managed with an intensity that surface-world agriculturalists would find remarkable.
