Structure
Mystaran society is governed by the Conclave of the Wise, a council of the most learned and powerful mages in Mystara, led by the Arch-Sage. The current Arch-Sage, Thalindra Voidweaver, has held the position for nearly a century. Known for her quiet intensity and her ability to perceive magical phenomena invisible even to her peers, Voidweaver embodies the Mystaran ideal: power exercised with philosophical precision and emotional restraint. The Conclave operates through specialized ministries — the Ministry of Arcana manages magical research and regulation; the Ministry of Prophecy guides divination efforts and interprets omens; and the Ministry of Planar Affairs manages interactions with other planes and the dimensional anomalies that periodically afflict Mystaran territory.
Conclave members are chosen through the Proving of the Veil, a closely guarded ritual in which candidates must navigate an escalating series of magical and philosophical trials. There are no hereditary titles and no dynasties; merit and demonstrated mastery of the arcane are the sole criteria for elevation. The Conclave also serves as the civilization's high court, adjudicating disputes through magical truth-sensing and philosophical deliberation under the principles of Arcane Jurisprudence.
Each major Mystaran settlement is administered by a local council of mages responsible for daily governance and the upkeep of protective magical wards. These local councils report to the Conclave but retain significant autonomy in cultural and educational matters. The Arcane Guardians — Mystara's order of specialized battle-mages led by Sentinel-Prime Vorathis Stormveil — operate as an autonomous arm of the Conclave and are not subject to local council authority, maintaining the security of the entire mist-land as a unified force answerable only to the Arch-Sage.
