Structure

Nereid civilization is governed by the Pearl Court, an institution of such antiquity that its precise founding is left deliberately unmarked in Nereid custom — they regard it as a timeless expression of ocean-harmony principles rather than a historical invention. The Court convenes in the Great Coral Chamber, a vast natural amphitheater of acoustically perfect coral whose walls have been shaped over millennia to amplify and clarify every spoken word and sung verdict. At its apex stands the Speaker of the Tides, the most respected member of the Court, who chairs deliberations and bears ultimate responsibility for the harmony of Nereidum.

Political and administrative structure: Form of government is Theocratic-Meritocracy. Members of the Pearl Court serve for life and are selected on demonstrated artistic talent and ecological wisdom. A prospective member must prove exceptional skill in at least one art form and must successfully complete the Rite of the Current, an ordeal requiring the candidate to swim the length of the Abyssal Trench alone while composing original music in its crushing depths.

Beneath the Pearl Court, governance is organized through three ministries: the Ministry of the Arts, which oversees cultural production, artistic standards, and the legal song-cycles; the Ministry of Ocean Harmony, which enforces ecological law and maintains the health of Nereidum's marine environment; and the Ministry of Undersea Resources, which manages sustainable harvesting, tidal energy, and trade. Each coral city is governed by a local governor who reports to the Pearl Court. The Coral Guard serves as the military and enforcement arm, commanded by a standing General who answers directly to the Speaker of the Tides. The Tide-Readers, the Court's legal scholars, maintain the oral song-cycles that encode Nereid law across generations with extraordinary fidelity.
