3.1 Political & Administrative System

| Council / Leadership | The Ætheric Conclave - a non-physical thought-circle that exists in the interstices of reality. Each Celestial contributes a "tone" to the Conclave; the Conclave only fully assembles during Cosmic Convergences (e.g., the alignment of the five celestial sigils). |
| Succession | No elections. A Celestial may relinquish its mantle when its essence is exhausted, when the cosmic balance shifts, or when a new principle must be introduced. The vacancy is filled automatically by the Emergence of a New Celestial (a rare event). |
| Ministries | Each Celestial heads a Primary Domain that governs a facet of the world: Chronology (Chronos) - time-flow, aging, destiny. Dimension (Aether) - space, portals, celestial geometry. Formation (Terra) - geology, biology, material law. Flame (Pyrope) - raw energy, light, motion. Consciousness (Nous) - mind, magic, the abstract. |
| Judiciary | The Law of Resonance - a metaphysical principle that judges every action by its vibrational frequency. "Punishment" is a karmic shift in resonance, not a physical penalty. |
| Defense | No standing army. The Celestials can summon Stellar Guardians - constructs of pure energy that appear as towering pillars of light, time-distorted storms, or reality-bending walls when the world is threatened. |
| Diplomacy | Contact with mortals is mediated through Avatars, Oracles, and Dream-Visions. The Celestials maintain a distanced, protective stance, intervening only when the Balance of the Cosmos is in immediate danger. |

3.3 Military & Conflicts

| Strategic Alliances / Conflicts | The most significant conflict was the Celestial Schism (also called the War of the Heavens). It pitted Chronos and Nous against Aether, Terra, and Pyrope over the proper use of Celestial Magic. The war spilled into the mortal realm, creating the Shattered Isles, the Blasted Lands, and the Forbidden Realms. The victorious coalition restored harmony, but the scars remain. |
