19.1 Hierarchy Overview

Elder Dragon CouncilThe supreme ruling body: the oldest, most powerful dragons, led by the High Dragon-Lord (currently Aurexion the Eternal). They set imperial policy, declare wars, and oversee the Codex of Scales.
Dragon-Lords (Wyrm-Keepers)Provincial rulers, each governing an Eyrie. They command local military forces, administer justice, and manage resources.
Drakonian SenateElected mortal representatives from noble houses, guilds, and clan-based communities. They handle day-to-day governance, taxation, and trade under the oversight of the Prime Chancellor.
Noble HousesAristocratic Drakonian families bound to specific dragon-lords through Bond-Rituals. They hold land, command military units, and manage local economies.
Shard-GuildsProfessional collectives of craftsmen (Fire-Smiths, Rune-Scribes, Crystal-Cutters, etc.). They control quality standards, training certifications, and market access.
Common DrakoniansFarmers, laborers, soldiers, merchants. Social mobility exists through guild advancement or exceptional service (a commoner who bonds with a dragon ascends to near-noble status).

19.2 Dragon-Mortal Relations

A symbiotic hierarchy: dragons rule and protect; mortals administer and produce. The Bond-Ritual creates deep personal loyalties. Unbound dragons are reclusive elders or wanderers; unbound Drakonians are ordinary citizens.

19.3 Social Tensions

The relationship between dragons and Drakonians, while generally harmonious, is not without friction. The Unbound Movement advocates for greater mortal autonomy, arguing that the bond system creates a de facto caste hierarchy. On the frontier, Malachar the Bronze Tyrant's militarism attracts disaffected young Drakonians who chafe under the Elder Council's cautious policies. And among dragons themselves, a philosophical divide exists between Traditionalists (who believe dragons should remain active rulers) and Contemplatives (who argue that dragonkind should withdraw to the role of spiritual guides, leaving governance entirely to mortals).
