Aurixian political structure is a layered Imperial Confederation balancing draconic authority with mortal Drakonian governance at every level. At the apex, the Elder Dragon Council holds supreme legislative and theological power, its members drawn from the eldest Elders and the single living Ancient whose authority none contest. The High Dragon-Lord chairs the council and personally holds the Heart-of-Fire crystal, a gemstone that serves as both symbol of sovereignty and emergency command interface for the Drake-Runes network.
Below the council, the Drakonian Senate provides mortal representation, with seats held by elected nobles, regional guild masters, and delegates of the Shard-Guilds — the craftsmen's collectives that sustain the empire's industrial output. The Prime Drakonian Chancellor bridges these two chambers, managing day-to-day administration and serving as the diplomatic liaison between scales and flesh.
Territorial administration divides the empire into Eyries, dragon-ruled provinces each overseen by a Wyrm-Keeper assisted by a mortal Shard-Governor. Beneath Eyries lie Drakonian Shires, smaller mortal districts handling local taxation, infrastructure, and civil order. Local councils of Elder Scales adjudicate minor disputes, while the Scales of Justice tribunal and the Codex of Scales govern serious matters of law. The Rite of Ashes — a formal trial by fire-storm and public oath — provides the sole mechanism by which a council member may be removed. Unanimous council agreement is required, recognizing that unchecked power, even among immortals, must remain accountable to the empire's covenant.
