This court consists of the most talented and respected Nereids who guide their people with a focus on maintaining harmony with the sea and fostering artistic expression. The Pearl Court serves as the central governing body, with each member overseeing a specific aspect of Nereid society.
Council & Leadership
The council is led by the Speaker of the Tides, the most respected member of the Pearl Court who serves as the figurehead of the Nereid people. The Speaker convenes the Court in the Great Coral Chamber, a vast natural amphitheater where the acoustics allow every word to carry to all assembled members.
Election & Office
Court members are chosen based on merit and artistic talent, and serve for life or until they choose to step down. Candidates must demonstrate exceptional skill in at least one art form and a deep understanding of the sea's rhythms. A prospective member must perform the Rite of the Current, swimming alone through the Abyssal Trench while composing a new song that resonates with the deep-water harmonics.
Ministries
The Pearl Court oversees several ministries: the Ministry of the Arts (cultural preservation and innovation), the Ministry of Ocean Harmony (ecological balance and environmental protection), and the Ministry of Undersea Resources (sustainable harvesting and resource management).
Judiciary

Their weapons include tridents forged from deep-sea minerals and enchanted with water magic, as well as sonic disruptors powered by Nereid vocal techniques.
Foreign Relations
The Nereids are represented in inter-regional affairs by the Ambassador of the Waves, a diplomat skilled in surface-world customs and multiple languages. The Ambassador maintains permanent delegations in the Shimmering Isles and selected coastal cities.
Regional Administration
Each coral city has a governor who oversees local affairs, reporting to the Pearl Court on matters of resource allocation, population needs, and ecological health. Governors are selected by local consensus and confirmed by the Speaker of the Tides.

The Nereids have clashed occasionally with the Drakonians over underwater territories. While not openly hostile with the Islanders of the Shimmering Isles, they compete for control over sea routes and underwater resources. The Islanders' advanced shipbuilding and the Nereids' innate water magic create a delicate balance of power.
3.4 Law & Justice
Legal Traditions
Nereid law is oral and customary, rooted in principles derived from the Deep Gods' teachings. The three pillars of Nereid law are Ocean Harmony (no act may deliberately damage the marine ecosystem), Community Welfare (no individual's gain may come at the cost of communal well-being), and Artistic Integrity (fraud, plagiarism, and deliberate destruction of art are among the most serious offenses). Laws are not codified in a written statute but are preserved in song-cycles maintained by the Pearl Court's legal scholars, called Tide-Readers.
The Tidal Hearing Process
When a dispute arises, both parties are summoned to a Tidal Hearing before a panel of three Pearl Court justices. Each party presents their case in song, with witnesses contributing harmonic testimonials. The justices deliberate in private, then render their judgment by singing a verdict-melody that incorporates elements from both parties' songs, symbolizing the resolution of conflict into harmony.
Punishments & Rehabilitation
Nereids view punishment as a last resort. Minor offenses are resolved through restorative practices: the offender must create a work of art or service that benefits the injured party. Serious crimes, such as ecological sabotage or violent assault, may result in exile to the open ocean or, in the most extreme cases, the Silence
a ritual severing of the offender's ability to produce and hear music, considered the most devastating punishment in Nereid culture.

The Silent Current
Though the Nereids present themselves as peaceful artists and diplomats, they maintain a discreet intelligence network called the Silent Current. Operating under the authority of the Ambassador of the Waves, the Silent Current's agents monitor surface-world political developments, track pollution sources, and identify potential threats to Nereidum. Agents are trained in surface languages, camouflage magic, and the art of blending into coastal communities.
Listening Posts
Strategically placed shell-relay stations along major sea routes intercept surface-world communications carried by ships. These listening posts also monitor whale-song networks for unusual patterns that might indicate ecological disturbances or approaching dangers. The intelligence gathered is reported directly to the Pearl Court in sealed coral dispatches.
